2. The subject matter of the proposed rule: The Arizona Department of Environmental Quality (ADEQ) is proposing to repeal the entirety of Title 18, Chapter 2, Article 18, Clean Car Standards. Arizona’s tailpipe emissions rules were originally adopted based upon a 2005-2006 Climate Change Advisory Group’s Recommendation for reducing greenhouse gases. Since that time, the federal government has adopted greenhouse gas emissions standards (Tier II), which are substantially similar to California’s low emissions vehicle requirements; however, California’s new zero emissions vehicle mandate is currently too costly or impractical for implementation in Arizona.
