TITLE: Enhanced Fleet Modernization Program

PROPOSED: 05/08/2009

ADOPTED: 09/01/2010

SUMMARY: Amends rules concerning the enhanced fleet modernization program. Provides funding to retire the highest-polluting vehicles in the areas with the greatest air quality programs. Considers flexible compensation related to the replacement of the vehicles being retired, removes existing requirements that vehicles must be subject to and fail smog check tests in order to participate. Proposes a pilot voucher program that would target the highest-emitting vehicles and ensure their replacement with newer, cleaner vehicles.
